Adds the new function `format` to Cypher allowing for formatting of temporal values according to [CIP-223](https://docs.google.com/document/d/1Acv72nh0YFKZ-0mxGcISJ8f2JPuNBTN4oJYVCL8Kq9c/edit?tab=t.0). [Benchmark PR](neo-technology/neo4j#32495) [Error codes](neo4j/docs-status-codes#375) cl: Added `format()` function. The `format()` function returns a string representation of a temporal value according to a user-defined pattern.
