Disallow usage of additionalRuntimeClasspath when targeting Minecraft 1.21.9+

When targeting Minecraft 1.21.9+, adding any dependency to additionalRuntimeClasspath or the <run name>AdditionalRuntimeClasspath configurations will throw a helpful exception:

A problem occurred evaluating root project 'testproject'.
