This PR want to add arm64 build for Ubuntu and MacOS

Release Build Matrix:

Linux (Ubuntu 22.04):

x86_64-linux-portable - Portable build with static OpenSSL
x86_64-linux - Standard build with system libraries
aarch64-linux-portable - ARM64 portable build with static OpenSSL
aarch64-linux - ARM64 standard build with system libraries

macOS:

x86_64-darwin-portable - Intel portable build (macos-15-intel)
aarch64-darwin - Apple Silicon standard build (macos-15)

Windows:

x86_64-windows - Standard build
