Top-level: update_newinfo, update_periodic
exec (list): list, start_stop, stop_only, a1–a4 × {tacacs, radius, group, none}
commands (list): same as exec + a1–a4 × local
system (list): same as exec + broadcast (instead of stop_only)
network (list): identical structure to exec
depends_on = [iosxr_aaa.aaa] — ensures TACACS/RADIUS server groups exist before accounting lists are configured
