Bump tar and copy-webpack-plugin in /web #1197

Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependency [copy-webpack-plugin](https://github.com/webpack-contrib/copy-webpack-plugin). These dependencies need to be updated together.
