- Replace OS3/older TODO with a practical writability test for users_dir.
- Create and delete a temporary file (.netsurf_write_test) to verify the volume is writable.
- Keep existing behaviour: on failure, abort with the same fatal error message as the OS4 path.
- Removes the OS3 #warning and the old TODO.
