- Pin all actions to SHA
- Remove unused steps (buildx setup, manual downloads)
- Add timeout, concurrency, minimal permissions
- Use official actions (setup-go, login-action)
- Simplify triggers (tags only, no PR/branch)
- Go version syncs from go.mod"
