Publishing to a SAR app that already exists is broken due to a bug in the
serverlessrepodependency. I reported this more than a year ago and submitted a fix. However, theserverlessrepodependency, which SAM cli depends, hasn't been updated in over two years. This work around uses a fork that includes my fix.
