The following changes to start the test migration to deployer-platform:
added NodeJS script that reads the test definition file json and sends to SQS. This json contains the newrelic install command, so the deployment will end up in either
PROVISIONEDorFAILEDstate when these run (this is what we query from Dynamo to determine pass/failEU region-specific workflow (manually triggered for the time being) to permit configuring GHA secrets for an EU NR user (smoke-eu-dp.yml)
