The previous dns-node e2e template isn't actually used by any e2e tests, so I just renamed apiserver-dns-none.yaml.tmpl to apiserver.yaml.tmpl
Use dns=none for apiserver-nodes test

tests/ai-conformance: fix syntax for enabling nvidia GPU in containerd
Consolidate support for ENI-based CNIs
GPU instance types in particular do not support live migration,
and requesting it causes the instance creation to fail.
We rely on the nvidia GPU operator to manage our GPU nodes,
which means we do not need kOps to configure containerd etc.
tests/ai-conformance: use nvidia GPU operator
Because GPU nodes are tainted, the cluster won't come up if we
don't have any non-GPU nodes.

Start the cluster with c5.large nodes, and then add GPU nodes.
tests/ai-conformance: create cluster with some non-GPU nodes
The KubeRay manifest is too large to apply with client-side apply,
so switch to server-side apply.

We also install cert-manager, which is required for the KubeRay webhooks.
tests/ai-conformance: update test job for DRA v1
Mostly working on the harness here, so we can produce output in the correct format.
