Depends on nextcloud/docker-ci#841

PostgreSQL 13 is EOL in one week, so we can remove it for 33 already.

IMO it makes sense for the setup check to warn about EOL versions, even if we can technically still support them.

We also did so in the past, but should be also adjusted in the docs and on portal.
