Initial implementation to support SSO configured at Enterprise level, and GitHub Enterprise Cloud with Enterprise Managed Users (EMU). We currently lack test environments to validate these implementations, and this draft is slightly out-of-sync with the functionality of the published Org-level SSO implementation.
