Allows us to use the GH Actions to trigger trial builds that would deploy to staging.
Doing this in preparation for adding trial builds for testing the trial ingest data. Each download rule has it's own configurable S3 source since we will be using prod titer data with the trial metadata and sequences.

As part of testing the new ingest workflow, I wanted to be able to create test builds with the trial ingest results. This PR adds the ability to configure the S3 paths for
