docs: Agent v3 docs to includes

Proposed changes

Moves the Agent V3 content into includes for reuse in the NGINX One console docset
Adds the Agent v3 section to NGINX One

I approved: there's a handful of relref shortcodes with relative filepaths instead of ref shortcodes with absolute paths I assume will be fixed.
