Remove changelog-date from partial and move to theme

Related to nginxinc/nginx-hugo-theme#290. Theme repo needs to be merged + new release + redeployment before this one.

Build failed due to running version of theme that doesn't have the shortcode. Will pass when we do new release + update the go.mod here.
