Hugo: Update remote resource handling for version bump

Proposed changes

DO NOT MERGE THIS PR, it is intended to be grouped with nginxinc/docs-actions#46.

This PR handles for a Hugo update to the latest release (0.147.8) and adjusts relevant GetRemote usages to adhere to the new syntax described here.

This PR also modifies the default single template to include docs template content previously invoked through an explicit .Render "docs" call.
