ENH: Add command line options to restructure outputs

Adds logic to restructure workflow output to be more easily consumed by the HBCD data management system.

This new command line option, nibabies-hbcd, restructure FreeSurfer and mcribs output directories to follow the BIDS hierarchy (from sub-X_ses-Y to sub-X/ses-Y) and removes any symlinks.
