Version 0.12

Release Notes

This release drops support for Python 3.9 and older, and bumps other minimum dependencies to 3 years old.

This release also ships ABI3 wheels, which means the same wheel should install with any GIL-enabled Python for 3.11+, including as-yet unreleased versions.
