There was a new release of NLWeb which could add some new scenarios and API support requirements: NLWeb Release Notes - June 23 2025

Please review for impacts to this NLWebNet project. Create a report which is broken down into two categories: "Required Updates" and "New Opportunities". Do not update any code or documentation in this repository yet, begin with analysis and a recommended plan.

I've completed the analysis using the NLWeb release notes you provided in the issue. Created a comprehensive report at doc/nlweb-june-2025-analysis.md categorizing impacts into "Required Updates" (critical for compatibility) and "New Opportunities" (feature enhancements). Key findings include need for multi-backend architecture refactoring, tool selection framework integration, and opportunities for advanced tool systems and enhanced backend support. Commit e0d3423.

Updated todo.md to reference the analysis document and created comprehensive GitHub issues plan. The plan includes specifications for 2 labels ("Required Update" and "Update Opportunity") and 9 detailed sub-issues (3 Required Updates, 6 Update Opportunities) with full acceptance criteria and technical specifications.
