Has auto-deleting branches been turned off? This wasn't deleted when merged, and there are a few others in https://github.com/nodejs/release-cloudflare-worker/branches that're merged. That'll be why the bot got stuck, because the branch wasn't deleted last time it ran, and so now it can't push to the branch on subsequent runs.
