Run dependabot monthly instead of weekly. We don't really need to be running dependabot this frequently. Monthly is also already what we're using for the website and doc-kit. Signed-off-by: flakey5 <[email protected]>

We don't really need to be running dependabot this frequently. Monthly is also already what we're using for the website and doc-kit.
