Notable changes in 0.20

• The plugin now targets the forthcoming OpenCPN 5. Do not try with 4.x, it simply won't work.
• Brazilian IACFleet is back. Due to the way it is currently being published, we download it through a simple proxy web application extracting only the plain text data message from the enormous webpage. The service is provided on a best effort basis, no guarantees are provided at all.

• Removed the Brazilian IACFleet download option as the source data is not available through the new website anymore (If anyone is interested in them, you may try to contact the Naval Meteorological service and ask how to get the IAC Fleet data mentioned in https://www.marinha.mil.br/chm/dados-do-smm-informacoes-gerais/servicos-radiometeorologicos-de-apoio-ao-navegante from the current system)
• Implement collapsible GUI to save screen real estate while viewing the data
• Show if the displayed NOAA file is a forecast or analysis
• Some internal cleanup
