There are some cases where the following happens: 1. You create a PR, action-manifest-pr creates the manifest PR 2. The PR is merged. The action updates the PR. 3. A conflict occurs in the manifest-PR. This commit adds the possibility to add a comment to your PR that will automatically rebase the manifest-PR. This should work even if the PR is closed. There are some cases where the following happens: 1. You create a draft PR, you don't want to create the manifest PR yet. 2. You have checked the draft PR manually, now you want a manifest-PR This commit adds the possibility to create the manifest PR upon a comment to a PR.
