Summary -- Adds scripts/release.sh, which uses rooster to prepare releases. It's slightly awkward to have a pyproject.toml that is otherwise unused, but maybe I'll use it one day anyway. Test Plan -- Ran release.sh locally and made sure it worked and produced reasonable results
