Workaround for upstream issues with creating rulesets.
May need to make official fork or move to another package as octokit/octokit.graphql.net#329 has sat there for months and no amount of trying to reach out to the maintainers has provoked any response. Would like to push additional fixes to the repo but I can't even get octokit/octokit.graphql.net#320 closed with the maintainers list that currently exists.
