DEVO-604: Update Twilio SDK Integration in Crowdsourcing Tool

Updated Twilio SDK to version 3.83.1
to address security vulnerabilities and functional issues.
This update ensures better performance and stability. This
commit includes updates to both package.json and package-lock.json
to reflect the new version of the Twilio SDK. As well as ember-cli-build.js
to accommodate any necessary changes for compatibility with the updated SDK.

This looks OK to me. I wouldn't bother adding your two package backup files, version control should cover us if we need to roll back.
