fix frontend: missin firebase config

Move Firebase config to enviroment.local.ts

Hi @olton! This is fixed on develop already, just not released yet. Note that the actual fix was not to include those settings in the local version of the frontend, but to disable the feature that requires those settings when running the local frontend.
So this change is not needed, but thanks for taking a look!
