Fix issue #2605

  • Add static method KimchiProof.dummy() for creating dummy proofs
  • Add proofsEnabled flag to ZkFunction.compile() to disable proof generation
  • Return dummy proofs when proofsEnabled is false in prove()
  • Always return true in verify() when proofsEnabled is false
