Additional CLI functionality

This PR adds a few simple CLI features I found myself wanting while working on a zkapp with several smart contracts.

Features:

• keypair generation
• display config and deploy aliases
• set deploy alias property values
• selectable default url and fee

Hey @Isaac-DeFrain. Sorry for the delay. There have been many additions to the cli including the ability to add a third party fee payer account since you made this pr. Have you tried the latest version 10.2? Could modify this to be compatible with the latest version?
