Update the rust main source file to allow for the newly added parameters as was done in the main_cxx version. An GitHub Actions workflow is added to allow building the shape_main_linux executable for DustDDS.
A run of that workflow is executed as part of this PR. The workflow is only executed on user request or on a pull request if files under srcRs/DustDDS are changed.
Note that the executable is left there as an artifact and is not uploaded to the release. This latter should be done in a release workflow.
