This PR improves documentation generation and consistency across proto files by:
Adding dedicated documentation build targets to the Makefile to simplify and standardise the docs build process.
Updating all comments in
survey.protoandfhir.prototo use valid HTML formatting instead of Markdown, ensuring correct rendering in HTML-based proto documentation tools.
