Docker tweaks

• Use libmamba to solve all Conda environments (reduces image build by ~10m)
• [ ] Test as non-root user to more-closely resemble prod
• Clean up dependencies (pick one package manager)
• Install fieldbioinformatics from conda repo instead of source
• Fix image tag used for in Quay push
• Consolidate docker image building across testing and deployment (use cache and/or dependencies)
