Add comprehensive CI/CD audit docs for Rainbow project, including executive brief, summary, full report, actionable plan, technical specifications, file manifest, and a master index. Also publish completion report to capture audit results. Documentation-only changes to enable stakeholders and engineers to review, plan, and implement CI improvements without affecting source code.
