This PR enables test_softmax_cross_entropy_with_logits which was previously skipped.
Verified that the "const fold" bug mentioned in the skip reason is no longer reproducible.
Updated softmax_cross_entropy_with_logits_v2 to softmax_cross_entropy_with_logits to fix an AttributeError with TensorFlow 2.x.
Test passed successfully locally.
