Support Email Config Option

technically this makes ckanext-recombinant dependent on ckanext-canada, which already depends on recombinant so that's not great.

Let's create the support_email_address helper here in recombinant (and use it in the views instead of reading the config) then in ckanext-canada we can override the email with the one from our configuration by overriding the support_email_address helper to remove the dependency loop
