Don't use the generic "GitHub Action CI" name/label for multiple different GitHub Actions -- doing so makes it difficult to know which Action is which on the GitHub Action web UI. Instead, give them unique, descriptive names.

This is the v5.0.x PR corresponding to main PR #12368. Note that the mpi4py Github action does not yet exist on the v5.0.x branch, so that hunk is not included on this PR.
