Update the show_help message for when there are not enough slots to run an application. Also, remove a bunch of copies of this message in various show_help text files that aren't used/referred to anywhere in the code. 3.1.x RMs: this is technically an enhancement to the help message. I updated it because it's come up a few times over the past few months. You can take this PR or leave it.
