This PR updates the community manager role to @avillela and @reese-lee. @juliafmorgado will join the two of them as an associate community manager.

Community management is one of the most crucial aspects of any open source project, and while I'm very proud of the work I've done for OpenTelemetry in this area over the years, I've become unable to dedicate the necessary time and focus to this work.
I'm thrilled, then, that Adriana and Reese have stepped up to not only continue growing our community management role, but invest time in helping scope and shape this function for the project as it enters into its next era of growth. I'm also excited that they'll be working to grow the role by working across existing user and community SIGs in both OpenTelemetry and the CNCF more broadly.
As they onboard, I'll continue to work with the team on ensuring a smooth transfer of in-flight and sustaining work such as social media management, KubeCon planning, and other events. That said, welcome @avillela and @reese-lee!
