This PR adds a metadata yaml file to the `consumer/consumererror/xconsumererror` component, allowing it to be referenced in changelogs.

i might be missing something. but this pr includes the changes to ad config/config* in a few places, but not in the chloggen config. is this expected?

This was what happened when I ran make gengithub. Those folders have metadata.yaml files, they were added in #14029. The make gengithub target must have been missed or something in this PR.

This PR adds a metadata yaml file to the
consumer/consumererror/xconsumererrorcomponent, allowing it to be referenced in changelogs.Link to tracking issue
Allows #14152 to progress.
Testing
Tried it first in that PR before opening as a separate PR.
Documentation
