I got confused looking at https://github.com/open-telemetry/opentelemetry-java-contrib/actions/runs/17774366899/job/50518247172?pr=2266
thinking that it should run link check against all files since the PR updated the link check config
but I only saw it checking links against modified files
(it was a user error, because it failed there and didn't get to the next step, but this will hopefully avoid confusion in the future)
