Couchbase 3.1 tests are currently the most flaky test that we have. It fails in the test setup with a timeout waiting for the bucket. This PR adds retry to opening the bucket in the hope that this will change anything. Curiously couchbase 3.1.6 tests don't seem to have the same flakiness (3.1 tests use 3.1.4).
