Disable data source instrumentation in jdbc library instrumentation

Resolves #15055
This is a breaking change. I believe that enabling it by default was a failure on the part of the reviewers and we shouldn't have allowed it. This pr also adds a flag to enable data source instrumentation in the spring starter.
