feat(semantic-conventions): add 'EVENT_*' exports for event names

This came up because open-telemetry/opentelemetry-js-contrib#2941 will be using some semconv event names in its instrumentation. The "node-windows-tests" failure is due to "type stripping" having been unflags in Node.js v22 recently and the Windows tests run against Node.js 22. #5854 to fix that.
