Should this be a maintainer of OTEL proto repo?
Should we set up an approver-codeowner for .bcr directory here?

That's the person who will approve on BCR for some project it will be the releaser of the project for other the someone outside. That can be a mix as a list is allowed

Add publish-to-bcr workflow with Bazel 9.* support
This will allow to create a PR to https://github.com/bazelbuild/bazel-central-registry so the the new versions of the Bazel module are available to bzlmod users.
