Use OTLP log exporter by default in otel-distro

See #2988 - to enable log export in the distro someone needs to:

• set OTEL_PYTHON_LOGGING_AUTO_INSTRUMENTATION_ENABLED=true
• set OTEL_LOGS_EXPORTER=otlp

Let's default to OTLP exporter for logs and rely on OTEL_PYTHON_LOGGING_AUTO_INSTRUMENTATION_ENABLED to guard logs configuration.

i have a question regarding that. isn't it is a fact that i need to set up:

• name: OTEL_LOGS_EXPORTER
  value: otlp_proto_http

• name: OTEL_EXPORTER_OTLP_PROTOCOL
  value: http/protobuf

  to be able to send logs with auto instrumentation to collector(grafana alloy in my case)?
