Hey, I think you're trying to fix the problem I'm also facing (failing docker-tests) on multiple PRs and the increased number of retries doesn't seem to always necessarily help.

I hope you won't mind, but I took the liberty of implementing exponential backoff in the retry mechanism in #3499 that will hopefully handle this gracefully in the future. 🤞🏻
Didn't want to step on your toes and also wanted to ensure the workflow succeeds on my fork before submitting the PR hence I went separately.

Let me know if you have any feedback on the mentioned PR.
