Without this fix, the version constants for the OTLP exporter for traces collides with the OTLP exporter for logs.

This PR adds a new gem
opentelemetry-exporter-otlp-logsto support OTLP export for the Logs signal over HTTP. It is modeled after theopentelemetry-exporter-otlpandopentelemetry-exporter-otlp-metricsgems and duplicates a lot of their code.Closes #1525
