With Java instrumentation 2.15.0, the Azure resource provider is now included but disabled by default. This documentation change provides similar configuration as the AWS and GCP equivalents.

Relates to: open-telemetry/opentelemetry-java-instrumentation#13627

Release 2.15.0 of instrumentation hasn't been produced yet, so this PR will remain in draft until it's published.
