Adds GitHub Action to download and install openDAQ framework packages from releases.

Features:

  • Auto-detects platform (Linux x86_64/ARM64, Windows 32/64-bit)
  • Version resolution: latest, latest-stable, or specific versions
  • Silent installation with PATH update on Windows
  • Comprehensive test coverage (Ubuntu/Windows, multiple versions)

Actions added:

  • install-framework - Main installation action
