here i have added all the details reagadin setup of ph-ee operations web serivces inclugin jbpm

This PR Includes:

1. Updated Navbar and Toolbar
2. User Management Module

• Create User
• User Requests: After a user is created, it is added to the User Request flow, which is managed via jBPM's business process management system.
• View Users: All Users page for listing every user in the system and pecific User Details view, providing detailed information about individual users.

Business Flow Integration with jBPM

The user management process, specifically the User Request workflow, is fully integrated with jBPM to maintain an efficient approval and review process. Once a user is created, the request follows a pre-defined business flow before activation.
